a. Agriculture and Allied Sectors – Uttarakhand aims to accelerate GDP growth in this sector by targeting value chains for seven high-value products: apples, kiwis, millets, vegetables, medicinal and aromatic plants (MAPs), dairy, and sheep. Unlocking value will require interventions to increase cost competitiveness and optimize yields across the value chain.
b. Tourism – Uttarakhand is focusing on high-value tourist segments by developing premium tourism projects based on themes with high growth potential. The aim is to expand the tourism sector’s contribution to GDP through initiatives such as adding over 10,000 new premium hotel keys and launching more than 45 tourism products across four tourism circuits.
c. Services (Focus on Social Sectors like Health and Education) – Services are the backbone of Uttarakhand’s economy, contributing significantly to GDP. While many service sectors—such as trade, financial services, transport, communications, and public administration—act as cross-cutting enablers for the overall economy, others require a focused strategic approach to grow as economic contributors. Priority sectors include education, health, skilling and remittance, and urban services.
d. Manufacturing – Uttarakhand aims to position itself as a preferred investment destination in key sectors such as food processing, wood and wood products, electronics and electrical equipment, and AYUSH products. The state has a competitive advantage in these areas due to its natural endowments, connectivity, and favorable business environment.
e. AYUSH and Wellness – The state is focusing on establishing itself as a wellness hub centered around AYUSH by developing healing centers, naturopathy, and Ayurvedic facilities to drive growth in this sector.
f. Urban Development – Uttarakhand requires the planned development of urban agglomerations to realize its vision. This includes a comprehensive strategy encompassing spatial planning, institutional restructuring, planning for greenfield townships, developing marquee projects, heritage planning, establishing command areas, and generating adequate financing.
g. Core Infrastructure – Uttarakhand's hilly terrain, abundant water resources, existing non-fuel-based energy generation capacity, and institutional capability (such as DISCOM) provide a strong foundation for growth. The state is leveraging pumped hydro energy storage, carbon credits, efficiency improvements in DISCOM, and green hydrogen to position itself as a sustainability leader in India. Robust connectivity—both internal and external—is essential for economic growth, as is the accelerated development of logistics infrastructure, including cold chains, warehousing, storage, and air cargo facilities, to support growth in manufacturing and agriculture.
